Add endpoint for triggering site deployment (#563)

* feat(api): Add endpoint for triggering site deployment

- Add POST /api/projects/{project}/servers/{server}/sites/{site}/deploy endpoint
- Add feature tests

* fix merge issue and generate api docs

* fix merge
